The ONT BOLD Program is our proposed vision to inspire travel by transforming your airport's facilities in a way that streamlines the passenger journey from curb to gate while also creating jobs, growing the regional economy and building on our legacy as a global gateway.

 

The Context

Why This Program is Needed

During peak periods, aircraft fleet and passenger demand already exceeds the capacity of our terminal facilities. As demand continues to increase in the future, more facilities and infrastructure improvements will be needed.

 

Terminals 2 and 4 also weren't designed for modern air travel, from stringent security screening checkpoints to modern accessibility standards. We need to modernize and optimize existing, aging facilities to ensure ONT continues to offer the So Cal, so easy experience that’s made us one of the nation’s most popular airports.

THE PLAN

What This Program Could Include

To meet current and future projected demands, your airport needs MORE. More roadways and parking spaces. More shops and restaurants. More ticket counters and gates. More journeys taking flight from ONT.

 

The ONT BOLD Program aims to give the airport a number of world-class upgrades: a new terminal to support domestic and international travel routes, renovated and revitalized existing terminals, a new parking garage, optimized roadways and modernized infrastructure throughout.

THE SCHEDULE

When This Progress Could Happen

The ONT BOLD Program is early in the planning phase.

 

Initial schedules indicate construction of the BOLD Program could take up to 10 years from the time environmental approvals are received, though the schedule is subject to change as we proceed with pre-design and environmental activities.

 

For now, we’re listening and learning. We’re studying and dreaming big. We invite you to dream with us, as we continue our mission to boldly seize every opportunity to connect the Inland Empire to the world.

The Current Phase

Working Through the Environmental Process

One of the first key ONT BOLD Program milestones took place in May 2026, as the Ontario International Airport Authority (OIAA) released a Notice of Preparation (NOP) of a Draft Environmental Impact Report (EIR).

 

A Public Scoping Meeting took place on Thursday, May 21, 2026, from 5:30–7:30 p.m. in the OIAA Boardroom at 1923 E. Avion Street, Ontario, CA 91761. Responses to the NOP must be emailed to [email protected] by 5 p.m. on June 8, 2026.

ONT BOLD Program is on the Horizon

Our vision for the ONT BOLD Program is centered around five transformational elements.

New Terminal 3

World-class, 650,000-square-foot facility serving domestic and international passengers.

ONT needs more terminal space, more aircraft gates and international passenger processing capabilities within the central terminal area.

New Parking Garage

Multi-story parking garage close to terminals.

Your airport needs a parking garage to add additional parking spaces and electric vehicle charging stations. A Rental Car Support Facility is also proposed.

Improved T2 & T4

Existing terminals upgraded and expanded.

Aging infrastructure needs to be modernized to meet requirements, make operations more efficient and provide a better experience for ONT's passengers and tenant partners.

Upgraded Roadways & Taxiways

Smoother navigation from curb to sky.

To streamline passenger, tenant partner and aircraft movement throughout ONT’s campus, we need to optimize roadways, curbs, aircraft aprons and taxiways.

New Central Utility Plant, Fuel Farm & Substation

Utility upgrades to meet demands.

New facilities would replace aging infrastructure to ensure ONT has the electricity, water and fuel supplies it needs to keep operations running smoothly.
