Noise Management Update
We value our community’s input, patience and partnership during the many phases in the development of Ontario International Airport. Scheduled improvements have been underway as we continue to improve our facilities to meet the demand and growth of passenger and cargo air carrier operations. Following the Federal Aviation Administration’s (FAA) regulations, we will deliver safe and efficient project construction during the 5 phases of work – the first of which began in December of 2017. Below is a quick overview of what is happening and why there is increased noise in our area:
- Phases 1 and 2 of the Taxiway S/W project are underway and require a temporary suspension of ONT’s usual aircraft noise-abatement procedure through the end of June 2018. Once phase 2 is complete, noise abatement procedures at ONT will be reinstated.
- At the close of the 5th phase in late 2018, the improvements to Taxiway S/W will provide increased aircraft movement capabilities, more efficient operations and a reduction in aircraft movement time. All of the increased capabilities and efficiencies will ultimately reduce aircraft ground noise at ONT.
We will continue to work with our partners and the FAA to ensure aircraft uphold inbound and outbound flight routes to our airport, and continuously mitigate airport aircraft noise by enforcing the ban of aircraft high-power engine-runs, and taxi testing, between the hours of 10 pm and 7 am daily.

The Ontario International Airport's (ONT) noise management office - established in 1979 - addresses the noise concerns of communities surrounding the airport. Airport noise management responsibilities currently resides with ONT Airfield Operations.
ONT personnel works with the Ontario Airport Noise Advisory Committee, City of Ontario Part 150 Study committees, individual citizens, elected officials and appointed officials representing municipal, county, regional, state, and national agencies that have responsibility for control of airport noise.
ONT Airfield Operations staff monitor and record deviations from noise management procedures. Deviations are reported to the Federal Aviation Administration (FAA), aircraft owners, and airline officials.
Lastly, a noise comment system is in place to provide a venue for citizens to call the airport 24 hours a day to register comments, ask questions, and make suggestions about noise management. Comments are recorded in a computer file and condensed into reports. The noise comment telephone number is (909) 544-5470. An Aircraft and Noise Monitoring and Management System (ANMMS)is installed at ONT. The system includes 14 noise monitors located within the communities surrounding ONT. The monitors measure noise 24 hours a day, 365 days a year. ANMMS measures airport generated noise in the community, tracks and identifies aircraft within a 10-nautical mile (~11.5 statute mile) radius of the airport, and is used to produce maps showing the noise impact area, as required by the State of California. The OIAA and ONT staff continually monitors ANMMS to ensure the accuracy of noise data and related operations information, and to improve the access to and utilization of the various types of available data.
All ONT aircraft operators must comply with FAA regulations and procedures for noise management and noise emission standards, and with all rules, policies, procedures, resolutions, and ordinances established by the OIAA.
Air Traffic Control personnel must employ the noise management preferential runway and taxiway use procedures, recognizing that under certain conditions it may be necessary to deviate due to aircraft emergencies, adverse weather, or field or equipment maintenance. The noise management policy does not limit the discretion of either Air Traffic Control or the pilot with respect to full utilization of the airport's facilities in an unusual situation.
The OIAA is concerned about the impact ONT operations have on its neighbors. Although some aircraft noise is inevitable, airport management has put certain measures in place to monitor, address and reduce noise effects on the citizens in the area. These measures exist as a result of a conscientious effort to support the community. ONT will continually strive toward a successful working relationship with parties affected by or concerned with airport noise.
